Construction Partnership Program (CPP)

THREE TYPES OF PARTNERSHIPS ARE CURRENTLY AVAILABLE

• CONSTRUCTION SITE BASED ONLY  
• BY ASSOCIATION  
• TRAINING ONLY    

Construction Site Based Only

The Construction Partnership Program (CPP) of Kentucky is offered by the Division of Education and Training to enter into formal agreements with general contractors, construction managers, construction associations and construction companies to promote health and safety in the construction industry.  The program goal is to partner with those construction companies that have an existing safety and health management system in place that promotes safety and health. These companies will have a positive impact on all new subcontractors coming to their worksites who join the partnership.  

An advantage of being in a Construction Partnership Program is the review of your company or organization by several highly trained safety and health professionals from the Division of Education and Training. All subcontractors who are participating in the partnership are given the opportunity for written program review.  All contractors and subcontractors will also receive on-site hazard reviews.  When serious hazards are identified they will be thoroughly discussed, and the applicable contractor will be responsible for correcting those hazards.  This process will help those subcontractors as they move to new job sites to maintain a safe worksite.

All general contractors and subcontractors officially entered into a partnership agreement are exempt from general scheduled inspections at the partnership site from the Division of Compliance.  This exemption applies to general scheduled inspections only.

The Construction Partnership Agreements in Kentucky are as follows:

1.) Churchill Downs Master Plan Phase II Project (Completed in May of 2005).  Sullivan & Cozart was the general contractor.

2.) Memorial Coliseum Addition and Renovation beginning January 17, 2006.  Messer Construction is the construction manager.


By Association

There are currently three association partnerships:

1.) The Associated General Contractors of Kentucky, Inc. (AGC), administers the CHASE program for the central and eastern part of the state.

2.) The Western Kentucky Construction Association (AGC) administers the CHASE program for the western part of the state.

CHASE stands for Construction Health and Safety Excellence. There are three levels to the CHASE program; red, white and blue.
 
The Construction Partnership Program verifies those companies ready for the blue level, which is the highest level of achievement. Companies achieving the blue level are exempt from general scheduled compliance inspections for a period of one year.

3.) The Associated Builders and Contractors, Inc., administers the STEP platinum incentive program through the Ohio Valley and Kentuckiana chapters. STEP stands for Safety Training and Evaluation Process. There are also different levels of achievement including bronze, silver, gold and platinum. 

The Construction Partnership Program verifies companies ready for the Platinum level, which is the highest level of achievement.  Companies obtaining Platinum level are exempt from compliance inspections for a period of one year.


Training Partnerships

One training partnership exists at this time, and it involves a cooperative agreement among the following to provide 30-Hour OSHA Construction classes for secondary and post-secondary teachers/instructors.  Once obtained, these teachers/instructors will be eligible to receive the 500 level train-the-trainer course.  After successfully completing that course they will be certified to teach their secondary and post-secondary students the 10-Hour OSHA Construction and the 30-Hour OSHA Construction courses.

The Associated General Contractors of Kentucky, Inc., will provide instructors for 12 of the 30 hours of classroom instruction required, and the Division of Education and Training and the Construction Partnership Program will provide instructors for the additional 18 hours required.
